Recovery in California.
The Largest Surplus State.
Los Angeles, Orange, San Diego, Riverside, and San Bernardino counties generate the highest volume of California foreclosure surplus cases. California is primarily a non-judicial foreclosure state using a deed of trust and trustee sale process. Trustee sale excess proceeds are governed by California Civil Code Section 2924j, which requires the trustee to deposit surplus with the county clerk after paying off junior lienholders. Former owners have a statutory right to claim remaining excess proceeds.
California tax sales conducted by county tax collectors also produce excess proceeds governed by Revenue and Taxation Code Section 4675. The California Unclaimed Property Program, administered by the State Controller through ClaimIt.ca.gov, holds over $15 billion — more than any other state — in dormant bank accounts, insurance proceeds, uncashed checks, and other assets belonging to California residents. RCG searches California Superior Court records, county trustee and tax sale records, and state unclaimed property databases for every California client.
RCG works exclusively with licensed California attorneys on every claim. All recoveries are handled on a pure contingency basis with no upfront cost to the client.
